History

HISTORY/MISSION

Ellicott District Community Development, Inc. was founded in 1973 to redress the problems of urban blight and the inequities of unjust property taxation resulting from over assessment; to improve and preserve the existing housing stock and to generally improve the quality of life of residents in the Ellicott District.EDCD is a private, non-profit, community development corporation working in the Ellicott District neighborhoods on Buffalo’s Eastside. Founded in 1973, as the Ellicott District Concerned Taxpayers, Inc., the organization has a strong history of activism and advocacy on behalf of neighborhood residents. The issues of unfair tax assessments was the first organizing focus and galvanized many neighborhood residents.In 1982, the corporation reorganized and changed its’ name to Ellicott District Community Development, Inc. in recognition of an evolving focus on broader neighborhood issues, including housing and housing development.Throughout its history, EDCD has built and sold 10 houses, improved 1237 owner occupied houses and impacted over 1907 families with housing related services.EDCD is an organization of community activists that work together to make Ellicott District a strong and healthy community. We do this through housing programs that empower residents to get involved. We view a strong and healthy community as one that: looks appealing; has decent, affordable housing; has potential for growth; values community owned enterprises and initiatives; has everyday conveniences such as good schools, churches, supermarkets and parks; is a place where people feel safe; and a place where people are connected and involved in the general health and well being of the community.

The Ellicott District Community Development, Inc. current staff represents over 60 years of dedicated service within the organization delivering service to the residents of the Ellicott District. Staff are knowledgeable and well trained in all aspects of housing related programs and service delivery. EDCD staff works together as a team to ensure the administration and coordination of all program activities. The strength of EDCD's team approach allows us to maintain continuity as well as deliver the best and most efficient services to our constituents. Erma J. Brown - Executive Director Erma began her career with the organization in 1976 as the Administrative Assistant. In 1982 she was hired as the Executive Director. Her knowledge of the job and dedication to her work has made EDCD one of the oldest most respected housing organization in the City of Buffalo. Ida M. Thomas - Projects DirectorIn 1982 Ida began her career with the organization as the Housing Specialist and in 1993 promoted to Projects Director. She is both passionate and dedicated, her knowledge of the community and the needs of it's residents helps her to deliver quality service with a heart.

PROG GUIDELINES ATTENTION: – All Program Applicants. Your application is not considered to be Complete and ready for presentation to the Program Administrator until all required documentation has been submitted. Please also note that our review of your documentation may lead to a request for additional information if further clarification regarding your status is needed. You will be advised in writing when your application is complete and we have determined that you are eligible to participate in an OSP sponsored program. If, prior to the closing of your loan/conditional grant, information becomes available that indicates that you do not qualify for assistance, the eligibility determination may be withdrawn.Financial Assistance Programs - Documentation ListCurrent documentation, as applicable, must be provided for all individuals who live with you who are 18 years of age or older. Please provide, as applicable, documentation of your GROSS income – The last four consecutive pay statements received from each employer (full and part time), including any Reserve Duty or National Guard income, for any and all household members who are employed.Note - These pay statements may cover an eight week period if the applicant is paid every two weeks.A complete copy of your last year’s federal tax return - i.e. the 1040 form, w-2 statements and all schedules which were submitted with the return. This must be submitted for all applicants who are under 65 years of age who must file based on their total income. If you are working with an elderly client who has only income from Social Security (no pensions or any other source of income), we will not require a copy of the tax return.Your Social Security Award letter stating your monthly benefit for the current year (not more than 12 months old) - if you do not have a recent copy, call Social Security at 1-800-772-1231 and ask them to send you a copy of your current monthly benefit statement. BLOCK BY BLOCK01 BLOCK BY BLOCK REHABILITATION PROGRAMThe Mayor's Office of Strategic Planning offers a variety of homeowner assistance programs designed to promote the rehabilitation or repair of City residents' homes. The newest such program - Block by Block - provides funding in City neighborhoods where the need is significant. Phase 1 of the program will focus on four (4) blocks - Laurel, Riley, Eaton and Northampton Street between Jefferson and Masten Avenue.WHO CAN QUALIFYApplicants must own and occupy the property to be repaired and must meet federal low income guidelines.The amount of financial assistance available to any one property is limited so that more owners will have an opportunity to participate in the program.All county and city property taxes, user fees, water and sewer charges and other bills due to the City of buffalo and the Erie County must be paid up to date, or an approved payment plan before an application will be considered.Other program guidelines must be also met.For more information about this program contact the housing staff at the Ellicott District Community Development at 856-3262.

EMERGENCY ASSISTANCE
The intent of the Emergency Repair Program is to address emergency situations such as utility service interruption and the repair of specific house systems that are in poor or dangerous condition as indicated on the Emergency Verification Form that must accompany an application for Emergency Assistance. Conditions noted with each request for emergency assistance will be verified by a representative of the Office of Strategic Planning. The property must be in generally good condition, that is, it must be reasonably well maintained and structurally sound. NOTE - The City of Buffalo Emergency Repair Program will not provide assistance for the repair of structures that have been acquired in “as is” condition as a result of private purchase or tax foreclosure, or that have been damaged by fire or vandalism. Owners of such properties should be referred to the 50/50 rehab program.Consideration for emergency assistance will be given to income eligible households who have owned and occupied the structure for which assistance is being sought for a period of at least one (1) year preceding application. Applicants must meet federal Low or Very Low income guidelines. Low-income households are those households with an annual income of less than 80% of the area median based on household size. Very low-income households are those households with an annual income of less than 50% of the area median based on household size. The amount of funding available will take into consideration any previous rehabilitation assistance received by the applicant from the City of Buffalo, and the evaluation of the assigned construction analyst. The amount of previous assistance will be deducted from the funding allowable.The Emergency Assistance Program is available city-wide to homeowners of property located outside of the designated target areas. Funds are available as full conditional grants, partial conditional grants and no interest loans, based on the household income of the applicant. The annual funding allocation is limited.PLEASE NOTE - Applications to the Emergency Repair Program should address a single emergency item (system) only. Structures with multiple emergency conditions should be referred to the 50/50 program. EMERGENCY REPAIR PROGRAM -- ELIGIBLE REPAIR ITEMS1) BREAK IN SANITARY SYSTEM - The sanitary sewer line that is eligible for repair or replacement shall mean that part of the sanitary sewer system located underground from the City of Buffalo main sewer up to the house waste stack, that is, the house sewer and the house drain.2) BREAK IN WATER SERVICE - The water service line that is eligible for repair or replacement shall mean that part of the main water supply line located underground from the City of Buffalo water main up to and including the house main shut off valve.3) LEAKING ROOF SYSTEM – NOTE - Assistance for repair of a leaking roof is available only to very low- income households, or to low-income elderly or disabled households. The program shall address the repair or replacement of a roof system that has significant deterioration so as to cause water infiltration into the habitable area of the dwelling. Both conditions of significant deterioration and water infiltration must be met to qualify for the Emergency Repair Program. Significant deterioration shall be defined as a hole(s) in the roof decking; large sections of missing shingles/roof covering as to expose the roof decking; badly damaged, deteriorated or missing shingles; failure of related structural elements, i.e. rafters or framing; water infiltration, etc. Pre-existing conditions shall be defined as a condition that existed with the roof system prior to purchase and shall not be eligible for the Emergency Repair Program. The roof system shall include the main structural supports (rafters, ridge board, etc.) sheathing, roof covering, flashings, overhang/eave system, and any gutters or conductors. The City of Buffalo reserves the right to make the minimal repair required to prevent water infiltration into the dwelling. 4) ELECTRICAL HAZARDS AT MAIN PANEL -The electrical system components that are eligible for repair or replacement shall be the main panel, the service entrance and drop, only. No other branch circuitry or interior wiring shall be eligible. An interruption of service [no power] or hazardous conditions at the main panel that could cause bodily injury, loss of life or property damage shall constitute an eligible condition.5) HAZARDOUS CHIMNEY -The chimney shall be eligible for replacement/removal only if it is in imminent danger of collapse.6) WATER METER INSTALLATION – Installation of a water meter and connection to existing water lines when a determination is made by the Department of Public Works that a meter cannot be installed without damaging the existing lines.7) DEFECTIVE HEATING SYSTEM – applications for repair or replacement of defective heating systems or system components should be directed to the South Buffalo NHS or Matt Urban Center Weatherization Programsa) Hot Air Furnaces, Hot Water or Steam Boilers Inoperable/Hazardous Unit - that is in need of complete replacement as determined by the construction analyst. Further documentation may be requested by the OSP Compliance Monitor from such sources as a fuel device inspector, National Fuel Gas technician or documentation from a licensed heating system repair company. Cracked Heat Exchanger - complete replacement of unit Cracked and/or Leaking Boiler Section - complete replacement of unit Deteriorated Housing or Jacket - complete replacement of unit Inoperable/Hazardous Unit - that is in need of component repair as determined by the same sources as listed above.8) DEFECTIVE HOT WATER STORAGE HEATER - applications for repair or replacement of hot water tanks or system components should be directed to the South Buffalo NHS or Matt Urban Center Weatherization Programs.THE CITY OF BUFFALO OFFICE OF STRATEGIC PLANNING RESERVES THE RIGHT TO DENY ASSISTANCE UNDER THE EMERGENCY PROGRAM BASED ON THE CONDITION OF THE PROPERTY.

DPCC Assistance Program
PURPOSEThe goal of the DPCC/First-Time Homebuyer’s Program is to expand home-ownership opportunities by providing financial assistance to low and moderate income first-time homebuyers for closing cost related to the purchase of their first home. Funds are provided as an interest-free conditional grant/loan with a five-year term that is secured by a second mortgage on the property. You need not make any monthly payments toward this loan unless your home is sold, or transferred before the end of the term. In those cases, the full amount of the loan will have to be repaid. If you reside in the property as your principal residence for the full five years, and meet all other program obligations, at the end of the five-year term, the loan will be forgiven.ELIGIBILTY1. The applicant must be an income-eligible first-time homebuyer, that is, an individual and his or her spouse who have not owned a home during the three year period prior to purchase of a home (see definitions below).2. The property must be a one-family dwelling located in the City of Buffalo that is in generally good condition with no major housing code violations or lead based paint hazards.3. Verification of household income must be supplied. To qualify, applicant households must meet the Federal Income Guidelines for low income households.*No application will be processed until all necessary, required documents for the program are submitted to the Office of Strategic Planning Division Housing Staff. FINANCIAL ASSISTANCE LIMITS and TERMSFunding will be provided as a deferred payment, zero percent interest (0%) loan/conditional grant of up to $5,000.00. If the purchaser resides in the home for the full five-year term of the loan, the loan will be forgiven and no repayment is required. The assistance will be available to income-eligible homebuyers obtaining mortgage financing for the purpose of a home. The property must be located within the legal limits of the City of Buffalo.ELIGIBILITY of PROPERTY to be PURCHASED1. Type of Property: The home to be purchased must be a one-family home, situated on a parcel of land to be owned by the purchaser.2. Condition of Property: The property to be purchased must be in good condition, not in need of repairs and should be in compliance with both federal Housing Quality Standards and City of Buffalo Housing Codes. Any lead based paint hazards must be addressed by the seller and a clearance test must be completed to ensure compliance.3. Property Value: Pursuant to Federal Regulations at 24 CFR $ 92.254, the appraised value of the property to be purchased cannot exceed the FHA 203(b) mortgage limit for a one-family house in the Buffalo area. The property value as per the regulation are $209,057 (one-family).4. Home ownership is a valued investment that can have many financial advantages and is the primary way most people build wealth.The dream of homeownership remains one of the greatest goals for most American households. For many, homeownership represents personal and financial success it also brings a sense of security and belonging that cannot be found elsewhere. For those fortunate enough to “Realize the American Dream” the greatest benefit is the personal satisfaction of living in a home that you own. Home ownership is also good for our communities, because families who own their homes help to stabilize the housing stock and are more involved in the well being of their community.Still, for many Americans, owning a home continues to be just slightly out of reach. There are several obstacles that prevent families from being able to own a home. Credit or understanding credit is the single largest hindrance to homeownership. HOME BUYER EDUCATION ~ The Path to homeownership
Ellicott District Community Development, Inc. comprehensive Home Buyer Education Program is designed to assist potential first time home buyers with understanding the complexities of buying a home. Participants are required to complete a minimum of 12 hours of classroom instruction before being certified.
